Question / Help Low FPS in OBS due to Rainmeter?

Hello everyone, I am running a desktop visualizer using rainmeter that seems to cause my OBS frames per second to drop from 30 to around 14. I have confirmed it is rainmeter as running just the visualizer the fps is around 14 as well when the video itself runs at 30.

I am planning on streaming to youtube if that helps. My cpu is at 25% when not streaming and about 80% when streaming. I am using fast for the cpu usage preset, 3500 for bitrate, and high for process priority. Lowering the bitrate does not change anything either.

I understand if rainmeter is capped at 14fps, but I just want the lopping video background to be smoother. Thanks!

Also with me running on intel, would it be advised to run quicksync to increase the streaming performance?

After further testing it appears it's just the screen capture that is capping the frame rate, not rainmeter. How do I fix this screencap limitation? I think aero is the problem but I can't turn it off otherwise rainmeter will not capture the desktop for some reason.
