2000kbps is even to low for 720p60

lower your Webcam resolution -> unless you go fullscreen with your Webcam on Stream there is NO USE of 1080p (u can consider 800x448 for that) -> it only takes CPU // ps i run with 424x240 -> http://benmanshafen.de/pics/OBS/Xaymar/driver_17.4.2_plugin_1.9.9.11.mp4 (ps i had low lightning and my webcam is crap - but you still see you dont need more resultion for streaming)

superfast results in bad quality - also ultra-fast // have in mind -> the slower the encoder the better the quality but the more CPU load you have -> find your sweetspot (test with CPU heavy games) -> maybe us AMD AMF -> R7 360 is GCN 2 card and able to use VCE 2.0 with b-frame support -> so can look decent ;)

disable "Multi-Adapter Combatibility"
