Question / Help Low/dipping FPS in any game 30fps is set

Hello, I am having a problem as of late. No matter what game I stream my FPS are dipping from the set 30 I have. I have tried changing some settings around but nothing seems to fix the problem. I dip down to around 17-20 fps. My computer specs are as follows

Intel i7 4790k
16gb Corsair RAM
EVGA Geforce 1070
ASUS Maximus 5 Armored Motherboard

Internet speeds:

DL 95 mbps
UL 31 mbps

base resolution is 2560x1440 Output Resolution is 720p
Bitrate is 3500
Service is Twitch
Server Frankfurt..closest to where I am located in Cologne
Audio bitrate 128
Recording quality: Indistinguishable Quality, Large File Size
Recording format: mp4
Use Custom buffer Size is unchecked
Rate Control CBR
Encoder x264
CPU Usage Preset: faster
Keyframe Interval: 0

I think I covered everything needed to find a solution. If I did forget something please let me know! Thanks a million for your help! ^^

Use game capture to capture your game and use vsync or fps limit in your game.
Also make sure your GPU is running at x16, use GPU-Z to check that.
 
Hey bro this may sound silly or even stupid but i just resolved my issue after confirming my OBS Studio Shortcut 64-bit one actually was using the 32bit version for some reason even though it was created and labeled from the 64bit version. JUST to make sure, Open OBS file location and recreate a shortcut for the 64bit version. Somewhere along updating versions the shortcut was broken.
