Question / Help Low CPU useage, many skipped frames...

OBS uses only about 4-5% CPU during local recording, but I'm experiencing frame skipping as high as 11%. My CPU and GPU should be more than enough to handle this, and I've been able to get excellent performance out of other programs like NVIDIA Share and Elgato GameCapture. Any ideas?

I don't think it sounds realistic to play games in 4K and record in 4K60 in the process with a GTX 970 without causing encoding overloading. I'm surprised you're not getting rendering lags though but other than that I can't pinpoint what else is the cause of the encoding overloads.

Except I'm not playing anything that's GPU-intensive. I'm emulating old arcade games from the '90s. I've also been able to get 4K60 footage of the same games from NVIDIA Share w/o issue. Not sure why it would be a problem in OBS, especially when I'm using NVENC.
