Question / Help Low CPU usage, lagging stream/low fps

Hey there, I just started a test stream and everything was running fine until I started playing Apex legends. I played Planetary Annihilation and Diablo 3 and there was no issues, but when I switched I started getting bad fps drops with only 20% of the CPU being used. I lowered the in game setting down quite a bit but it didn't seem to help all that much. Some instances the game was at 60 fps but then would drop to less than 1 fps. I just upgraded so everything is pretty new (new windows install, just updated drivers for nvidia etc) so there may be something I overlooked driver-wise.
CPU: i9-9920x
GPU: 1070 x 2 SLI HB Bridge
RAM: 48GB
