Question / Help Low CPU usage, dropping frames 6900k

Hey guys.

So my Cpu usage reading in OBS is low like 20%. I use fast or medium preset with a 6900K (8 cores/16 threads) 720p (ultrawide) 30 fps.

I used to use a dedicated streaming rig and had it running on slow with "Threads=12" just fine.

This cpu 6900K I thought should alow me 12 threads for OBS and 4 for gaming and have settings the same.

But it didn't I drop frames with very little cpu usage on the medium preset and sometimes on fast preset (only about 1% on fast).

Can anyone recommend some settings to try with a 6900k/5960x cpu please?

As I said worked fine on a xeon machine with "Threads=12" on.

Twitch server is London (my lowest ping and closest)
I'm not on wireless network.
Upload is 20mbps
Bitrate is 2500 CBR
Facebook and YouTube streaming does the same result (low usage and dropped frames)
I don't use virus software apart from win defender on the pc
Router is configured to have ports open to the PC via portforward
Network card is a Intel killer gigabit network on a msi x99 mobo so it's not bad.
Cables are cat7 direct into router from pc
Router and modem are netgear and configured to provide open NAT and max through put to the PC.

So yeah I made a thread the information in that one you linked doesn't help
