Question / Help Low bitrate during the game!

I usually have a bitrate of 2500 kb/s and it works (there is a green square with 2500). but when I start the game not in windowed mode and not in bordeless in 1920x1080, the bitrate drops to 100-200. Sometimes it drops to 0 due to which a 2000 error appears on a twitch. then turn off the game and the bitrate is again 2500.

It also doesn’t matter - a game from Steam or not, with or without an Internet connection

Can you explain what exactly I need to do?

well you're in a troubleshooting state. Or you need to be in, rather.
eliminate wifi by running in cabled mode, run obs as admin etc. You also need to update operating system, first before anything.
Trying to chop 720p down to 2500 bitrate while doable for some usecases, it is a bit optimistic. If you are bitrate limited from your ISP there is nothing to be done from the streaming aspect. Connection stalls seem to indicate your system is ok, but your connection is not.
Since you have a gtx 1660 TI, encoding with the gpu should be more then fine as it is very good for encoding.

...You know... i set bitrate on 3500 and the problems disappeared... excuse me watdefuk???

3500 is the minimum recommended for twitch. 2500 is more like 480p. streaming services also has requirements, we cant just stream any format.
