Low bitrate, but upload speed is stable.

Hey, I've streamed a couple of times on youtube on 1080p res with 4500 kbps and the bitrate was stable and fine. After a while of streaming, i've gotten a constant 1000< kpbs bitrate. I tried everything including: Lowering my bit rate and quality to 720p with 2500 kbps, streaming with dynamic bitrate and still getting below 1000 kpbs, changing the Youtube servers, free up disk space, even uninstalling obs a couple of times.

I need help because I cant find a different solution.

My specs are:
AMD Ryzen 5 2600
Gigabyte B450M DS3H-CF
Kingston 16 gb DDR4 1200MHz
NVIDIA GeForce GTX 1060 3GB
