I've been having a frustrating issue with streaming over OBS for the past few months, where I have consistently very good internet but cannot stream with a consistent bitrate of over 1,000 kbps. After a few seconds of no dropped frames, I consistently drop 20-30% of frames no matter how low the bitrate is.
TwitchTest results show an high bandwidth, with incredible fluctuations in quality with both short test durations and longer ones.
Log file is linked, I am using an older version of OBS so that the log file isn't filled with lines of "WASAPI: Device... failed to start".
PingPlotter shows no packet loss on the way to the Twitch server.
I really don't know what's going on here, any help is appreciated.
