Question / Help lots of stuttering on osu and frames dropping on fortnite

whenever i have obs open when trying to play fortnite/osu i get a lot of stuttering and lots of frame dropping (for fortnite)

ive tried many solutions but none of them have seemed to work

Specs
amd raedon r9 390
ryzen 7 1700 overclocked 3.8ghz
gigabyte ab350-gaming 3 motherboard
corsair vengeance 16gb 2400mhz

16:38:24.496: Game DVR: On - Put all the game stuff off from Windows 10 settings

disable the preview from obs while streaming/recording, that helps with some games.

im still getting issues. its weird because, on osu, i get the lag as long as obs is open even if im not streaming/recording
