Set up and save Note Off as scene selection goes ok. Deleted Note On row and that seemed to help. A couple of scene changes work fine.
Then it Crashes again.

The crash takes place in a file called obs-midi.dll, which is a user made OBS plugin. I propose you report the issue to the plugin author in his plugin forum thread.
