Lost the usb "port reset request failed"

On my 2nd day of recording Hi 8 tapes at .MVK I switched to .avi to save converting for editor program.
I changed the advanced output cpu usage preset from "very fast" to "fast" but switched back as soon as I saw the difference.
Uninstalled the program (not the settings) and reinstalled trying to sort thing out
Windows now says the usb malfunctioned last time and now does not recognize it.

You have a low end computer that's probably below minimum system requirements for OBS. It may be it's not fast enough to encode the video you're trying to capture.
And you added multiple scenes with sources all accessing the same video capture device. Remove all scenes and all sources and add one single scene with one single video capture device source. That's enough for your use case.

If Windows doesn't recognize some USB port any more, it's some hardware/Windows issue, no OBS issue. After removal of all the sources I told above terminate OBS, then reboot your computer and see if the usb device comes back.
