Bug Report Loss Of Frames No Matter The Settings

I am going to upload all my logs of me trying out every setting possible. First my Rig (which uploaded and is in log anyway):

Intel i7-5820K
32GB DDR4
GTX 980 4GB
Windows 10

I am running dual (going to be triple) Rogswifts. So after debugging, I went into chat and someone said it could be my refresh rate was too high....well, I tried disabling GSync, making it variable, adaptive, half refresh rate, , locked refresh rate to 60hz on both monitors. I mean, I tried it all, and nothing is working. It's fine until I try to record anything game related including Unreal Engine 4 dev work (which is how I first figured out something was wrong). Actual dev outside of playing game is fine, but once I hit Play, New Window, Standalone, whatever, that's when it gets messed up. I tried a few steam games, and again, frames were dropping.

Couldn't upload text/zip for whatever reason,so I am including a dropbox link:

Thank you very much for your help.

From your log:

Physical Memory: 2047MB Total, 2047MB Free (NOTE: 4 gigs max is normal for 32bit programs)

You are using OBS 32 bits, so you only have 2 GB recognized by OBS.

Use OBS 64 bits.

Output 1920x1080 at 60 fps: 3300 bitrate is not enough (reduce to 30 fps). You need 6000 , and that exceeds Twitch maximun, for example (not Youtube)
