Question / Help Losing FPS (not high CPU usage)

Here's the log from my recent stream.

I'm not sure what my problem actually is, I've recently noticed that OBS cannot sit stable at 60fps anymore, where as of two days ago, it was able to do it perfectly fine.

I stream a lot of R6: Siege, and I've never had any problems with streaming it up until now, I've noticed that in the menu's, 60fps is constant, but once I've dropped into a match, it tanks down to around 40 - 50fps, and occassionally tops out at 57fps, I've monitored OBS for a long while when I first started streaming Siege and I have no noticed this happen before, Yeah I usually get the odd "lag" spike but they were few and far between and were a non issue.

Now that this is happening I've noticed these frames (or lack there of) in my recent streams, and it's no longer fluid, I have my stream open on my second monitor to monitor my steam with OBS on top, I like fiddling with OBS and all it's options but this is eating away at my brain because I haven't changed any settings.

P.S. - I had OBS open whilst playing Monster Hunter: World, I wasn't stream nor recording but just having OBS open seemed to have impacted the performance of both Monster Hunter and OBS as its fps counter was stumbling between 40 - 50fps.
