Question / Help Looking to minimize file size

Basically, I have country internet and I really can't afford the time to upload really large video files.

I'd love to maintain 720p (I can record in 1080 and I'd love to do it, but I think that's out of the question), but I'm willing to go down to 480 if that's my only choice. What can I do to bring down file sizes given the following limitations: output must be 30 FPS fixed .mp4 or else I have to convert it.
 
You can set whatever bitrate you want for the desired output, bear in mind lower bitrate will have lower quality.
 
I'd recommend recording in as high quality as possible, and then re-encoding with a non-realtime encoder like Handbrake or a video NLE suite that will be able to use slower, multi-pass methods to get the file as small as possible without quality loss.
