Looking for Best OBS setting to compensate for slow internet speed when Livestreaming

I asked this query a while back about using Computer Processing to compensate for slow internet speed when Live streaming to improve video quality

I wanted to ask for specific suggstions for the best OBS setting for

What To best “invest “ my computer processing in for getting the most efficiency e.g. on OBS setting e.g. Cpu usage Bitrate Preset

Keeping in mind i'll still be running a game or something normally
its is a new computer with good power cpu and video card running nvidia encoder ,32 gb ram

I suspect part of why you haven't gotten any other response is that this is hard to answer
slow upload speed means less data.. so what settings to use depends on what you are trying to show, and how much stable upload bandwidth you actually have available
And, of course, you could just record locally at a higher quality rate, upload afterwards, and publish that
But, if livestream it must be
- drop frame rates
- drop resolution
- drop bitrate

I suspect you are asking how to increase the level of compression (the video is already highly (lossy) compressed... and due to low upload bandwidth availability, want to compress even more as you have spare CPU cycles). Right?
This is an area I don't have expertise in. I'd recommend posting
- what bandwidth you have tested/confirmed to have available (think multi GB file upload, and sustained throughput). Then back off that amount a bit for what you'll actually use to livestream [making sure NOTHING else uses same Internet connection at same time]
- Then, is 30fps ok?
- what resolution are you playing at? and what what do you consider an acceptable resolution to stream at? is 720p ok, or lower? or ??
