Question / Help Log Reports here -- Any insight would be appreciated!

here are a couple recent log reports from my wifes attempts to stream on chaturbate

i was going to just reinstall OBS again! but im hoping maybe there is some other way around some of the issues we are having and that we can actually solve these problems once and for all

From your logfiles i see two problems.

First one is it states your inernet connection is pretty bad, slow or unstable.
17:25:27.687: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 1305 (7.5%)

Second is you are having issues getting the image from your camera because of an 0x80040207 error
15:42:00.285: DShow: HDevice::ConnectPins: failed to connect pins (0x80040207): The owner SID on a per-user subscription doesn't exist

Sadly neither of those errors are OBS' fault and reinstalling it won't really help you fix it. What you should try is look up in google what are the correct input settings for the camera you want to use, once you see it in the preview pane then you should be all set.
