'can you livestream without a WiFi connection to the Internet?'
Yes, but as noted, you typically need an Internet connection of some sort.
Outside of the consumer realm, there are also direct lines, but I'm sure that doesn't apply in this scenario. So, technically, you CAN reach YouTube without Internet, but that is an expensive setup
So, if you are in a location without typical consumer Internet access (ethernet cable or WiFi to router/gateway to Internet), then your typical options are Cellular or satellite (there are other wireless options, but very pricey and not really applicable for this scenario .. as if someone is willing to spend that kind of money, there would probably be quicker, cheaper, better options for your use case)
What you need to ask yourself is
- is cellular signal available in the area? if so, you'd need to check with carrier and probably run multiple tests to see typical throughput capacity in the area, especially during an event when others using tower bandwidth for other/personal use. [same concept as not testing freeway route at 2am, and then expecting same during rush hour]
- then, based on minimum expected bandwidth, would that meet your streaming needs? ie if bandwidth is only 1mb/s but you wanted to stream at 4K... not gonna be worth watching
if multiple cellular carriers available, and you had budget, then getting a multi-WAN gateway device connected to 2 (or more) 5G hotspot/gateways [1 per carrier].. using wired connections from cellular receiver to streaming PC.. presuming decent signal, probably fairly reliable/doable. Especially if you hook up external antennas to cellular receivers elevated and pointed at respective towers
Does all of this sound non-trivial... yup, as it the case
bottom line, there are connectivity options .. it just depends, from relatively easy approaches/solutions to definitely technically sophisticated depending on site specific details, and needs/expectations
