First of all, is it still possible to download OBS Classic.

Anyways, what are the best settings to livestream on YouTube with OBS Stuidos?

There is thread:Comparison of x264, NVENC, Quicksync, VCE where you can find some files to see what quality is possible to achieve using different settings and codecs in Studio.

In general, use Simple mode and default settings. If encoder overloaded message appear and you see frames in the log dropped due to encoding lag/overload, then you need ether set lower resolution/framerate or use faster PC (and maybe hardware based encoder). Most people, use veryfast CPU usage preset with x264 encoder. Higher values result in low quality video. Lower values - require fast CPU on board.
