Livestream randomly drops to 0

I have been live-streaming every week for a few years now. I have had this issue on an off for the past 2 years, and oddly, for the entire year of 2021, I didn't experience any problems at all. I am very frustrated as it seems like I have tried everything, and troubleshooted all equipment, but can't pin down the issue.

For some background:
- I am using a desktop computer that I built (it is more than capable of handling OBS)
- I am trying to stream 720p 30fps at a bitrate of 3500kbps.
- Whenever I run a speed test, I observe an upload speed of 11 (+/- 0.5) mbps
- From the task manager, I can see that no tasks are overwhelming the computer.
- I am streaming to Youtube with the primary ingest server and stream key
- I have CBR set in OBS, and audio bitrate of 128kbps
- My stream key is set to be RTMP variable bitrate. My latency is set to normal, DVR is on.
- I keep Youtube studio open in Google Chrome as I stream (no other tabs)
- I also keep the resource manager program to monitor the network, and I see that OBS is sending ~400,000 B/sec as it should when streaming, and chrome is receiving just around ~23000. Nothing else is hogging my network.
- I have the desktop computer hardwired to my TPlink AC1750 router with new CAT6 cable (not running in parallel with power cables)
- My modem was upgraded by my ISP a year ago (and they claim is it healthy)
- I even have a hardware encoder (the ATEM mini pro), which I tried using to see if OBS/my computer was the problem, but the same issue arose.
- I may be able to live-stream just fine for an hour or 2, but this problem will happen truly randomly, when I have not touched the computer, and it is just been streaming consistently.

Here are pictures of my task manager and resource monitor when the stream is functioning normally and when the bitrate drops to 0 in OBS.
Does anyone have any idea of what might be happening here? Is this a problem with my ISP? Or something that I may be doing wrong?
