Question / Help Livestream gets Frame drops, multi-color flickering

I tried livestreaming PlanetSide 2 Wednesday night. I thought it was successful, but upon reviewing the livestream VoD, I found that there were stutters and slowdowns for miles, and green/yellow/red flickering throughout a great majority of the stream, especially during the beginning.

I would like to know why this is and how can I fix it. I am unable to upgrade any system parts currently. My computer specifications will be listed below, the log file will be attached, and for referential purposes the livestream VoD in question will also be linked.

Computer Specifications

CPU - Intel i5 6400 @2.7GHz
GPU - NVidia Geforce GTX 960
RAM - 16 GB DDR4-2133

Network Speeds - ~40Mb/s DOWN & ~5Mb/s UP

My case: (Core2Quad Q6600 and GTX750TI):

This should work fine for you.
Better quality: rise bitrate to 3500
