Live streaming on youtube, Win 11, Ryzen 5800x, Rtx 3070ti, OBS freeze constantly

Hello!

I'm from Italy excuse me for my poor english.

I've assembled this new PC last January:
CPU Ryzen 5800x
GPU RTX 3070ti
M/B Gigabyte Aorus Pro X570S
RAM 32 Gb Crucial 3200 (DDR4)
STORAGE Samsung Pro SSD M2 2TB
O/S Windows 11 Pro

Previous I had and old PC:
CPU i7 3370k
GPU Gtx 970
M/B Asrock Fatal1ty
RAM 32 Gb Crucial (DDR2)
Storage Samsung Pro SSD 1Tb Sata3
O/S Windows 10 Pro 64b

I'm using OBS and bluestacks to make Live streaming EVERY day
from more than two years ...
With the old PC I never, never, have issue by using OBS, never!
All work ok every day without a single interrution!

The day, the first day, that I'have fresh installed the new PC
with a fresh Windows 11 and a fresh OBS and bluestacks
I have suddenly this issue:
"Application has been blocked from accessing Graphics hardware
Obs64.exe"

I've reinstalled the graphic drivers from Nvidia and changed the
Encoder form NVENC to X264 and OBS seem start to work...

but the error is ALWAYS present!!!

(I prepare and start OBS hours before the Live streaming and I never
noticed that EVERY day Windows block OBS64.EXE from access
to graphic hardware... because I have blocked the windows notifications)

Because AFTER the "hardware graphic access block" from Windows
OBS continue to work about OK... I've to start OBS and start bluestacks and wait a few
minute... after that windows "lock the hardware graphic access"
and then OBS work well with a little amount of "freezes" but my "live"
is pretty "static" so is not a Big problem...

I've tested the RAM, the VRAM, the SSD and the motherboard and
no error found; I've tried the OBS 27.1 and the 27.2 but nothing change
I've tried to use Memu instead of Bluestacks and.... BUM! Bllue Screen Of Death!
Or a black flashing desktop...

If I use the PC for game (my son use it for play PC games) also at high
resolutions and framerate, the PC work flawlessy without a single freeze,
if I use teh PC with onli BLuestacks or Only Memu also at high resources
used it work flawlessy...

If I use STREAMLABS Desktop it work flawless with x264 or Nvenc

but OBS never!

I think that is a problem on share resources, may be a Windows 11 bug?
or a Nvidia drivers bus (I use the latests driver and the latest m/b Bios)

Can anyone help me please?

Ok! May be I solved!

I have disassembled the entire PC
I have disconnect all the cables the Ram the GPU

I leaved only the CPU and the motherboard installed

I've re-installed Windws 11 form scratch (re-formatted) and
...and this I think is the real solution:
I have used only the Windows drivers,
also for RTX 3070ti

First application installed OBS Studio then Bluestacks and all the others...

And, YES, for now It works very very good !!! no more errors! no more freezes...

Now I will use it for a week and then I will report the news...

look that the bios is upto date and look for the Ftpm problem

AMD confirms TPM issue is causing problems for some Windows 11 PCs - but the fix isn't ready yet

AMD offers a workaround for the issue on some Windows 11 PCs, but a BIOS update to fix it properly won't arrive until at least May.
