i do a lot of livestreams with camera setups via an blackmagic atem mixer (1080p50 setup). i use an lenovo l340 laptop strictly for obs (nvenc encoder etc.) and a avermedia livegamer extreme2 card. my issu is that the preview picture on obs has a litte motion blur(maybe stuttering) without streaming/recording, but it dont change when streaming. on the atem monitor its smoother.... i tried a lot of things on the computer(also external monitor), and nearly everything ob obs (admin, high priority). so i tried the capture device on a dell gaming laptop, looks not much different. so could there be the issu on the capture device over usb ?
