Library failed for 'lib obs-winrt' message

I have two Windows 8.1 Pro 64-bit computers. One a desk-top, the other a HP Elitebook 8440P laptop. On both I have loaded OBS 26.1.0 just fine. But . . . when I installed the NDI plugin on the desktop - all good. Doing the same on the laptop (and yes, I did re-boot), the NDI plugin does not show up. Looking at the log, I see;- LoadLibrary failed for 'libobs-winrt': The specific module could not be found.

The two files (libobs-winrt.dll and libobs-winrt.pdb) appear in the explorer path C:\Program Files\obs-studio\bin\64bit\ but re-starting the laptop yields nothing.

Has anyone experienced a similar problem and if you have, how did you overcome it?

Thank you for your response. The later 8.1 Pro installation had all the updates done. Frameworks and .NET all being the latest. Still uncertain as to why it didn't work.

After several un-installs of OBS and plugins and fresh re-installations, it worked! Why - is still a question I cannot answer.

In desperation to have two machines (fixed and portable), I installed OBS, drivers and plugins on a LinuxMint 20 machine. It worked as it should.

Went back to my laptop, un-installed EVERYTHING related to OBS and NDI. Even cleared the respective sub-directories and tried again (as summarized above).

The good news is now I have a desktop, and two laptops (Windows and LinuxMint) running all the features of OBS and NDI. Love it.
