I can confirm the issue, same here.The workaround I found consists of toggling the Resolution between Default and Custom, using 1280x720 or 800x600. Changing that a few times, and using Activate/Deactivate results in the camera eventually turning on, but this is only working as long as OBS is running. Upon the next start of OBS you have to do the same all over again. I have the latest drivers and the camera is working flawless under Windows Camera App. I'm a new user of OBS but if there is a developer willing to look into this I'm happy to send logfiles. Just let me know!
