Can a borderless window with precise position and dimensions be configured to use the output on a LED screen without using a dedicated video processor?

If you're thinking about inches or centimeters, no. That is well outside of what OBS is meant for.

But if you can translate that into pixels, yes, it can be made to do that. Right-click a source -> Transform -> Edit Transform, and then you can type in whatever pixel counts you want, including fractional.

I read previous message from the user and now I think user wants to cut image to show part of it. In OBS this option is named "crop" form the main menu Edit ->Transform -> Edit Transform (of course, you should click on OBS source first to make it selected).
