Question / Help League of Legends is the only Game causing Dropped Frames

So I play a ton of games on stream and have experienced game lag in the past however, throughout it all ONLY League of Legends have stayed adamant about dropping frames instantly and its extremely annoying.
My computer specs are as follows
  • Case: K218 - Gamemax Centurion with Red LED fans Micro-ATX
  • CPU: A412 - Intel® Core™ i5 6500
  • RAM: C410 - 16GB Corsair 3000mhz Vengeance LPX DDR4 (2x8GB)
  • Graphics card: D132 - NVIDIA® GeForce® GTX 1060 6GB
  • Motherboard: E304 - Gigabyte H110M-S2H
  • Operating System: F105 - Windows 10 Home (64-bit) Included
  • Hard Drive: G103 - 2TB S-ATAIII 6.0Gb/s
  • Optical Drive: H101 - 22x DVD±RW DL S-ATA
  • PSU: K605 - 650W Corsair VS
  • Internet: J202 - Wireless 802.11N 300Mbps MIMO PCI-E card
  • Sound Card: Q302 - Onboard 7.1 Audio
I have tried lowering Bit-rate, different encoders, running as administrator, performance as priority, cleaning my PC and de-fragging.
