Latency in Video Recordings

Where is the setting to tweak latency, I am getting a mismatch between video and audio

Used it before, but can't seem to find it

It was in Milli seconds and I could +/-

The red circled button gets you this window:

There are also two Video Delay filters for video sources:

Not sure what the difference is. Pick one: if it doesn't do anything, even with ridiculous settings, try the other.
