Laptop won't see HDMI input

I've tried two video capture devices and two different HDMI sources. Troubleshooting tells me "failed to find locale/en.US.ini". OBS is fine with laptop (Lenovo Thinkpad T480) camera and mic, just won't see the HDMI input. I've attached a log file. Hope someone can help - I see that laptops with Intel CPUs can cause trouble and it's certainly true.
