I need to use OBS for streaming football(soccer) matches. I have the cameras and am getting to grips with the softest on my old Laptop.

However I need to upgrade. I was looking at somr of the newer laptops with the Ryzen 4000 Series processors. Wouk say am R5 4500U or 4600H be good enough to live stream 720p at 30fps? Would I need dedicated graphics?

To help you out, I suggest providing more details of your planned OBS setup?
Things that will impact CPU & GPU requirements include how you are capturing video (HDMI, USB, NDI, etc)? any OBS plug-ins? Green screen? noise cancellation/audio filtering?
A current gen 6c/6t or higher CPU should be fine for basic 720p/30fps. but there are plenty of things you could do that would overwhelm a low wattage mobile CPU as well

Capture is likely to be via NDI cameras , one PTZ the other a mobile camera, so NDO plugin. Not currently planning on Chroma Key (green screen). The audio commentary will come vai an analogue mixer initially, probably chaging to a USB interface eventually. Some previous match footage may be shown via the VLC plugin ( although I am open to suggetions if there is a better way) but that is a luxury ar the moment and of course some sort of onscreen score/time display overlayed. I assume that by 6c/6t you mean 6 core 6 thread?

Any advice welcome and thank you for your time.

Long story short current hardware w/o a game running should be able to handle 720p 30fps w/o a problem. Even w/ multiple sources etc.

show that you have a dedicated Graphic unit then it will works very good did you have a stable internet connection there and when you want to show the game on the internet you need the permissions of the players on booth teams
Usually Live Streaming is not allowed by FIFA (world football's governing body) but this rule has been relaxed for the time being, If it returns we will just record and not live stream. It it the home team's decision whether to broadcast or not and we have been offering internet radio broadcasting for a few years.
