Question / Help Laptop recommendation

I need a laptop that can capture or stream via a capture card (elgato game capture HD or avermedia LGP). Minimum 720p 30fps.

What is my minimum requirements as far as processor, ram, and GPU (do I even need a GPU for this?)

If 720p30 is the minimum and not the goal, the best CPU and discrete GPU you can justify. And yes, OBS needs a GPU to operate. If you want to stream on a machine that may not be the best CPU performer or will be thermally constrained, you want a GTX class Nvidia card.
