it seems to be like a weird frame lag
you can see the lag in the vod at about 15 min https://www.twitch.tv/videos/156207352

Minor rendering issues. You can reduce a bit ingame graphics.
OBS uses GPU to render frames, so needs a bit of space to work properly.

Or reduce webcam resolution. If you use it just in a corner, you don´t need full resolution.

wait where you said obs uses gpu to render frames i thought that is dependent on whether or not you are using x264 or nvenc

x264 / NVENC : this is how you encode video.
Previously, OBS renders the frame.
