Question / Help Laggy Stream

So I recently started streaming and I noticed that my stream is laggy. In game, I constantly hit 100+ fps and have a stable 20-40 ping. ( I have 300 mbs up and 300 mbs down). I've tried changing my bit rate but it doesn't help. I don't know what to do...
PC Specs:
MOBO - Gigabyte z270 Gaming 5
CPU - i5-7600
GPU - MSI RX 580 8gb OC
RAM - Corsair Vengeance LPX (2x 8GB)
HDD - WD Blue 1TB
SSD - Ultra Plus SSD 256GB
PSU - Thermaltake Smart Series 600W

I5 on fast CPU preset might be why
Try lowering it to veryfast
I tried lowering it to very fast and then superfast but i didnt see a difference in my stream. I also noticed that my games fps started to drop and become a little laggy.
 
It seems nobody reacted on your case.
Did you solve your problem?
If so please leave a comment below how you fixed it so others know what to do.

1) Disable GameDVR;
2) Try turning on VSYNC or limit your FPS to 60. If you still have issues, lower your ingame graphical settings;
3) Use "very fast" CPU preset, your system can't handle slower ones alongside the sort of games you want to stream/record;
4) Disable "Rescale output" setting, in the Output category;
5) If your encoder is still being overloaded, I recommend trying hardware encoding, though you'll take a hit in video quality;
6) Are you playing these games at 720p?

im playing at 1080p.

so i think i solved my problem... i need a new CPU. i have a base speed of 3.50 GHz but i hit 3.89 GHz at 100% while playing a game.
i cant have more than 3 applications running at the same time
