Question / Help Laggy stream

Hey guys need some help. So when I try to stream on twitch with OBS my stream starts to Lagg and sometimes buffers. My pc specs are

Intel i7 quad core
4.20ghz
16gb ram
1080 graphics card

My internet is about 30mbps download and 18 upload

I have 0 issues streaming straight from my ps4. I'very already tried changed setting on OBS eg 30fps bit ate is at 200 ect. I've tried removing the camera and making sure nothing else is running but nothing stops the Lagg. When tring to stream south park my cpu is only at about 10%.

What else can I do as I'm at a loss I tried a different game and it was the same. I tried uninstalling update and updating OBS but nothing.

Hi

thanks for the reply. I've factory re set my pc and re downloaded everything as a windows 10 update had gotten stuck. I though this would fix the issue but unfortunatel not. I'm also getting lag on big games aswel.

So I just tried streaming south park again and copied the log afterwards. I'm pretty sure its not a issue with OBS now but mayb you can still help. here's the copied link.
