Question / Help Laggy recording video. Audio seems fine.

I have tried streaming as well and have the same problem. I really don't have any idea what I am doing and any help would be awesome :) Thank you very much in advance. I have a 30 sec clip that seems to have about 4 frames in it (not really that bad) and I can share that with someone if they want.

Specs:
Intel i5-7500 @ 3.4GHz
16gb RAM
RX 480
