Lagging with the 5950x but not 3700x?

So with my old computer (sane as now but different CPU) it never used to lag while recording, I couldnt feel that I was recording nor did I experience any FPS drops when recording at 1920x1080p and a CBR Kbps at 80.000+, however now that I switched to a 5950X I can feel it lagging and the gameplay is super laggy even at 2500Kbps. I'm using a 2080Ti. Any ideas why? The CPU is running at 67 degrees while recording, could it be that I didn't apply the cooler good enough? Or is this a directx 9 thing?

only one in a scene make a scene per game and use advanced scene switcher to change the scene when you start the game automatic

try start obs as admin
So I've tried running it as admin, I ran all my windows updates and that made it a little bit better but I still get fps stutters, so I'm going to try to update the bios, I downloaded the chipset drivers as well.
Also, do I want the recording fps to match my monitor framerate? and should I set the frequency to the same for CSGO?
