Question / Help Lagging With Gaming

So I'm very new to this forum as well as the program, so please bare with me. My video seems to lag at quick changes in graphics, which I'm very confused byt. By that, I mean it suddenly drops resolution until finished loading an image. Is there a way to fix this?

Since I am very new, I can just bring this information. I'm entirely unfamiliar with video streaming/recording.

Please don't use the term "lag" if you don't have lag. Unfortunately, "lag " has become some sort of universal term used by some people who just mean "issue" or "problem". But lag is only the situation where video frames are delayed for a very short amount of time (milliseconds), so the video doesn't appear smooth but jumpy to some extend.
You don't have lags. Instead, people say you have pixelation on high motion scenes. Pixelation is caused by using too low bitrate. There is simply no space in the encoded video stream to send all the picture information required to produce a detailed frame. So detail is removed down to a very rough pixel scheme. So increase the bitrate or reduce the resolution. A higher resolution transports more picture information, so it requires more bitrate.
Recommended bitrates for streaming can be found here: https://stream.twitch.tv/encoding/
