First of all, we need to know whether you're lagging in-game, or your OBS recording is laggy.
Without that context, if you're currently using your GPU as your encoder, I'd suggest switching your encoder to your CPU (H.264), and see if your experience is any better. I'd expect it to be worse than your GPU, which should definitely be capable of handling Minecraft, but it's worth a shot. Also give the "NVENC (New)" encoder a try if you haven't already. I have the same GPU, I use the New encoder, and I can capture Minecraft at 60FPS, with 100+ FPS in-game.
I also noticed that your bitrate is set to 0? Typically, you'll want that somewhere around 5000. Not sure why that would cause lagging, but I'd try changing that.
