Question / Help Lagging Video Playback // Gameplay Runs Smoothly

Recently I just bought a new gaming pc so I could use OBS with games I couldn't record before. Before, I was using a MacBook Pro with similar encoding settings I'm using currently, and never ran into the issues that I'm experiencing now. As a matter of fact, the only issue I had with the Mac was, during gameplay and OBS recording, the gameplay itself would lag and stutter with games that required a bit more attention.

So I just got my gaming pc set up and downloaded OBS. I tweak the settings and fire up my first game to begin a video. Afterwards, I playback the OBS mp4 file and all I'm seeing is massive frame loss. And the game I was trying to play wasn't anything special that required a lot of resources, it was a pixelated game. My CPU wasn't even maxed out. I believe it only reached about 10%. I've been checking out different threads and forums of people with the same issue, and almost always the suggestions are: downscale resolution or FPS, change encoder settings, up or lower bitrate. I've tried a lot of it and tested many variations of encoder settings. Nothing seems to work. Any advice or suggestions?

This is something that stands out to me from the log files, but I don't really know what I'm looking at:
