Question / Help Lagging Stream

Hey all,

So since I've started streaming on twitch in March I have always been able to stream in 1080p. Went on vacation 2 weeks ago and came back to stream and was unable to get 1080 quality, would get constant drops to 0kbps I was at 2500 bitrate. So I downscaled to 2k, same issue. Downscaled all the way to 1000 and still had issues.

Did speed tests and noticed my speed dropped horrifically. Contacted ISP and tech came out and tested all the lines and gave us a new modem. Replaced router as well cause I needed to give my old one back to a friend anyways.

Did some research in dslreports and tests from there as well and noticed my bufferbloat was horrific. Fixed the settings in the router and tried streaming again. It's still fairly unstable with bitrate at 1500. I've tried everything I could possibly think of and am now stuck and don't know what to do from here. Any help in the right direction would be fantastic.

Intel i5 6600k
Asus 1070
16gb ddr4 ram

internet speeds
120mbps download
4mbps upload

Help would be greatly appreciated! I'm desperate at this point. As streaming is my main motivation for doing art.

As you requested here are the screenshots.
I've done them multiple times and they are not consistent at all but here are the ones I took screenshots of.

Sometimes they'd be a consisten 2.7-2.8
sometimes barely 1k

Your quality is zero it needs to be 80+ for a consistent stream. There is very little you can you do to influence this apart from make sure your network cables and router are all connected tightly. After that it's down to your ISP :-(
