Question / Help Lagging Issues while recording and streaming

Hello,
I have been using OBS for a couple days now and have looked at many tutorials of how to set it up for streaming. It seems no matter what I do my stream always lags, even at 30 fps. Hopefully this last log and my hardware spec will lead to some answers. I've tried configuring to lower resolution output but nothing happens.

Disable Game DVR and possibly Game Mode on Windows. I'm not sure if this is the recent version of Windows 10 but if it isn't, update the OS. Second, why are you using Display Capture instead of Game Capture?
