Question / Help Lagging Gameplay, Need Improvement

So I was hoping to record at 720p 30fps but that seems like a pipedream. I can't seem to get lag down AT ALL while recording so far I've tried using different CPU presets and scaling the output resolution down to 480p (I could go lower wanted to see if I had other alternatives). I have my log for PC's specs listed below, looking for improvements and recommendations both in OBS and to my rig* on a reasonable budget. Again I don't expect to be able to do 720p but being able to record at all without massive lag would be good right now.

*I know my graphics card desperately needs upgrading I'm trying to save to get a nice one

(Also not sure if I should of posted this here or in another thread, please let me know if I should move it)

If you use AMD version of NVENC (can't remember name), there should be little performance hit on the gameplay. I recommend getting a 780 Ti since their cheap now. Or a 960. Also, have you tried quicksync?

I was looking at buying the GTX 750ti since it seemed like a good buy for the money, but I'll definitely check out the 780ti. Also I have not tried quicksync is doesn't look like it enabled since it doesn't even appear as an option anywhere. I tried looking up how to enable it but they every guide I found kind of glossed over what do with the BIOS settings, (I'm ok with coding and some software, but helpless with hardware) on top of the fact that they all were for vanilla OBS and not Studio.

UPDATE: Went to the BIOS didn't see anything related to Internal graphics or IGPU (just options for internal periphals) even though on Intel's website it says my processor is enabled for quicksync

Your CPU definitely is strong enough. Just the GPU is holding you back. If you get an NVIDIA card NVENC is the way to go. NVENC uses a dedicated chip on the GPU so there is little to no hit on performance whilst retaining amazing quality. Quicksync is the easy way, but NVENC is the best option for recording.
 
on my 6600k and gtx960 ive always had better results with qsv than nvenc which isnt able to output recording as smooth as gameplay is. There are always some little stutters here and there with nvenc while qsv records super smoothly

Your GPU is too weak to use NVENC. Thats why.
