Question / Help Lagged frames and low FPS with NVENC

I've been using NVENC to stream at 60fps for awhile and it's always worked perfectly, no frame drops whatsoever. Recently, the FPS has been dropping anytime I try to do anything, even just in the preview screen. It never used to do this up until recently and I cannot recall anything I did to change any of my settings in or out of OBS. I've gone as far as uninstalling graphic drivers and OBS Studio itself, just using the default settings with NVENC. But I still have this problem.

Here's the log file, I did a recording just to test with my usual settings but this problem occurs even in the preview screen:

Again, I've been using NVENC to stream and sometimes record games for a few months now and this problem has only just begun to show itself. No graphics card settings were touched as far as i'm aware and I don't touch any in-game settings. If I can atleast narrow down on some of the potential issues that would make me feel a lot better, I just want to know why it was working perfectly before.

Some additional info, my card does not get very hot and generally runs around 85-95% load, and has always been like that. My frame rates in game do not change, they are typically above and beyond 60fps. I use a third party software to control the speed of the fans based on temps but it doesn't tamper with the clock speeds and such. When this problem first started happening, I went into OBS, changed everything to as default as I could, removed all my scenes and just went with a simple Game Capture, but still had the problem. I've done my best to try as many variables as possible, using v-sync, not using v-sync, limiting frame rate to 60 in-game, and so forth. This issue has been bugging the crap out of me for a month or so now and any help would be amazing.

Are you trying to use compatibility mode on your game capture source? Turn that off. Also enable vsync or some other form of FPS limiter to manage system load.
