Obligatory "searched every thread and couldn't find a solution". I've been trying to stream games using obs but every time I go live i get a stutter/ rubber banding effect for like 1-2 seconds at 30ish second intervals. The frame rate counter stays at a stable 130-140, ping stays around 30 and packet loss stays at 0-1%. I've tried streaming on both twitch and YouTube and they both have the same result. I tried lowering my stream from 1080p60 to 720p30 and bitrate from 4500 to 3000 but that doesn't change anything.
I ran a speed test on testmy.net and get 100 download and 10 upload.
