Question / Help Lag problems, streaming to Twitch

To summarise my problem: I have some weird lag issues happening all over the place with some of the games that I stream. Some games run perfectly smooth on my end and OBS reports no dropped frames but the VOD on Twitch has lag. On the other hand some games are choppy and almost unplayable but the gameplay on the VOD actually appears smoother.

I'm sure this info is in the log file but I'll mention it here just in case: The encoder I'm using is x264, I'm rescaling from 1920x1080 down to 1280x720. My bitrate is 2500 and the rate control is CBR, with no custom buffer size. CPU usage is set to veryfast and the profile is main.

RAM: 32 GBs DDR4
GPU: Two NVIDIA GeForce GTX 980 s, setup in SLI
Monitor 1: ASUS VE278 1920x1080 60HZ
Monitor 2: S22B300 1600x900 60 HZ

The issue with the above log file/stream is very strange: On my monitor the game appears extremely choppy and is difficult to play but the gameplay on the VOD of the stream appears a lot smoother. Then I'll play a game like League of Legends and the gameplay on my end will be perfect but the VOD has moments of lag when action is happening.

I can run test streams and get the log files of some of the other games (GTA 5, Rainbow Six Siege, League of Legends etc.) that have major lag issues if that would help you figure out what the problem is.
