Question / Help Lag on recordings

Hello everyone, i got some problems with OBS Studio (and with the classic one as well), After i record some videos, i got some lag, shuttering in the videos. sometimes it even says that i am recording at 60 fps, but i still get the lag. i think i have my settings too high or something.Also, when i livestream i have the same problem. and sometimes when i record or stream , my in-game fps drops a lot. Can anyone help me with the settings?

My PC specs are:
CPU: Intel Core i5 4460 3.2 GHz
GPU: ASUS Strix GTX 960 4GB
RAM: 8GB DDR3
HDD: 1 TB + 120 GB SSD (dont know if this makes a difference, but i included it)

The games i tried work just fine without the OBS, i tried Shadow Warrior, Rocket League, Minecraft, and that kind of games.
I hope i provided all the informations you need. Hopefully you can help me solve this problem.

- in Advanced tab, use Process Priority "Normal". Nothing else. By setting it to "High" you prioritize OBS over the game you want to record. That means, the game gets not enough CPU when it needs it, so its fps drop.
- for recording, don't use the "same as stream" setting but the desired quality, i.e. "High Quality, Medium file size" or "Indistinguishable Quality, large file size".
- for streaming, your current setting is bitrate 9500. This is not supported by common streaming services. Common streaming bitrates are 2500 or 3500, seldom higher. Every streaming service has its limit, you can find them in their terms of service. Twitch's limit for non-partnered streams is 2500, partnered 3500. Streams with higher bitrate are cut.
