Before I "Start Stream", there are no lag spikes on OBS. But, after I finish setting up and start stream, OBS freezes and there are massive frame drops on stream. @Jim

That's because OBS doesn't start the encoding process until you start streaming. You're getting a lot of skipped frames, which means your streaming setting are set too high for your computer. I would recommend dropping to a lower resolution, maybe even half if what you're doing now.
