Question / Help Lag in video/streams

Whenever I re-watch my videos or streams, I always see lag spikes. When I play the game, there is no lag, just 60fps. How can I fix it so that it's 60fps on the videos and streams constantly?
Specs-
Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz
NVIDIA GeForce GTX 1060 GDDR5 @ 3.0GB (192-bit)
930GB HD
12GB RAM
