Keyframe error in Youtube stream, despite setting of 2 in OBS

Hi,

I'm streaming from OBS to Youtube, and keep getting the error " Please use a keyframe frequency of four seconds or less. Currently, keyframes are not being sent often enough, which will cause buffering. The current keyframe frequency is 8.1 seconds. Note that ingestion errors can cause incorrect GOP (group of pictures) sizes. "

However, I have gone into the OBS settings, and overrode the default "0" auto setting of the Keyframe Interval in Output settings to both 2, and when that still errored, to 1. Both times I restarted the stream. Youtube is momentarily happy with an excellent stream, but ultimately the error resurfaces and the stream quality changes to poor.

Any suggestions? Is there a reason that OBS still isn't sending a more frequent keyframe, despite changing the settings? Do I need to restart the software, rather than just restarting the stream?
