Keyboard volume key not working properly with obs open

I'm having an issue where anytime obs is open the keyboard volume keys do not function properly. They do not go up and down properly and mute the sound for 30 seconds or so. Closing OBS fixes the problem instantly.
browser hardware acceleration is off.
afaik all drivers are up-to-date
